07:34 AM -- University of Colorado System Overview

The committee was called to order. A quorum was present. Mr. Bruce Benson, President, University of Colorado (CU), and Ms. Sue Sharkey, Regent and Chair of the Capital Subcommittee, CU Board of Regents, provided an overview of the CU system's FY 2015-16 capital construction requests. Committee members received written descriptions of the FY 2015-16 capital requests for all of the CU system's campuses, along with a five-year projection of capital need, prepared by Legislative Council Staff (Attachment A). Ms. Sharkey discussed the system-wide capital projects approved in recent years, and the process by which the system forwards capital requests to the legislature. Mr. Benson discussed the impact of CU system capital construction on its mission and the host communities, and noted certain projects that have been undertaken in recent years. He also noted some capital projects currently under construction.

07:41 AM -- CU Colorado Springs FY 2015-16 Capital Requests and Five-Year Projection of Need

Dr. Pamela Shockley-Zalabak, Chancellor, CU Colorado Springs, presented the university's FY 2015-16 capital requests, as well as one out-year request. Committee members received a packet of slides providing an overview of these projects, prepared by CU (Attachment B). Dr. Shockley-Zalabak presented an overview of the Visual and Performing Arts Complex project, and discussed the fund-raising efforts for the cash-funded portion of project. Dr. Shockley-Zalabak then provided overviews of the South Hall FY 2015-16 request and the Engineering and Applied Science (EAS) Renovation out-year request.

07:49 AM -- CU Boulder FY 2015-16 Capital Requests and Five-Year Projection of Need

Mr. Philip DiStefano, Chancellor, CU Boulder, presented the university's FY 2015-16 capital construction requests and five-year projection of need. Committee members received a packet of slides detailing the university's requests, prepared by CU (Attachment C). Mr. DiStefano updated the committee on certain developments on the Boulder campus, and certain capital projects underway and already completed. He discussed an initiative underway to evaluate the space and capital needs on campus, noted some cash-funded projects undertaken by CU Boulder, and also noted the university's entry into some energy performance contracts. Mr. DiStefano briefed the committee on the Systems Biotechnology Building Academic Wing project, as well as the Aerospace Engineering Sciences Building project.

08:01 AM -- CU Denver FY 2015-16 Capital Requests and Five-Year Projection of Capital Need

Dr. Jerry Wartgow, Chancellor, CU Denver, and Mr. Don Elliman, Chancellor, CU Anschutz Medical Campus, presented the CU Denver FY 2015-16 capital requests and five-year projection of capital need. Committee members received packets of slides profiling the capital requests for the CU Denver (Attachment D) and CU Anschutz Medical (Attachment E) campuses. Dr. Wartgow discussed the growth of CU Denver, and noted certain facts about the campus. He discussed the university's space utilization and need, and provided an overview of the CU Denver North Classroom Renovation capital project. Dr. Wartgow then mentioned CU Denver's out-year needs. Mr. Elliman discussed campus planning on the Anschutz Medical Campus, and updated the committee on campus growth and impact to the community.

Mr. Elliman discussed the creation of the Center for Biomedical Informatics at Anschutz, and provided an overview of the project that constructs a building to house this initiative and other functions, the Interdisciplinary Building and Data Center. Mr. Elliman then updated the committee on the progress of a cash-funded capital project for the Biosciences program. Mr. Elliman responded to questions regarding the population to be housed in the Interdisciplinary Building and Data Center, and the source of cash funds for the project.
