08:20 AM -- Department of Corrections Facility Program Plan

The committee was called to order. A quorum was present. Mr. Matt Becker, Legislative Council Staff, presented a Department of Corrections (DOC) program plan for a project to construct outdoor recreation yards at the Colorado State Penitentiary. Committee members received an analysis of the project's program plan, prepared by Legislative Council Staff (Attachment A). Mr. Becker provided an overview of the project and explained why it is needed. Mr. Becker responded to questions regarding lawsuits that are driving the construction of the facility, including the rationale behind a successful lawsuit against the DOC and the penalty for noncompliance with the court order.

08:30 AM -- Department of Public Safety 15-16 Requests

Mr. Stan Hilkey, Executive Director, Department of Public Safety (DPS), presented the department's five FY 2015-16 capital construction requests. Committee members received written descriptions of these projects, prepared by Legislative Council Staff (Attachment B). Mr. Paul Cooke, Director, Division of Fire Prevention and Control (DFPC) within DPS, provided an overview of the department's Engine Replacement, DFPC state-funded capital request. Mr. Cooke responded to questions regarding whether the fire engines purchased under the project will be new, and the expected operating areas of these engines. Mr. Cooke responded to questions regarding the impact of the severity of a wildfire season on the life cycle of a fire engine, and the division's plans for considering this factor in operating its engine program. Mr. Cooke responded to questions regarding the number of fire engines currently operated by DFPC under its engine program. Major Tim Keeton and Mr. Bob Dirnberger, Support Services Branch Director, Colorado State Patrol (CSP), presented the Greeley Troop Office FY 2015-16 cash-funded capital construction project. Discussion ensued regarding the amount of insurance proceeds recovered by the department to assist with building the new Greeley Troop Office after former troop office was flooded in 2013. Mr. Dirnberger responded to questions regarding the percentage of the new building that will be occupied by CSP, as compared to the Department of Transportation.

Major Jon Barba and Ms. Kirstie Nixon, Port of Entry Director, CSP, presented the FY 2015-16 Loma Eastbound Port of Entry cash-funded capital construction request. Major Barba provided an overview of the project, and discussed its need. Discussion ensued regarding the use of portable scales for weighing commercial motor vehicles, and the new scale technology to be used at the Loma facility. Ms. Nixon responded to questions about the prepass commercial motor vehicle weighing program. Discussion ensued regarding the potential obsolescence of the Loma port based on emerging technologies, and services provided by the facility in addition to cargo weighing.

Director Hilkey provided an overview of the CBI Pueblo West Lab COP Payment FY 2015-16 capital construction request. The committee went into executive session.



09:12 AM -- Department of Military and Veterans Affairs 15-16 Requests

The committee returned to order after its executive session. Major General H. Michael Edwards, Adjutant General, Mr. Michael T. "Mickey" Hunt, Executive Director, and Colonel John Wagner, Department of Military and Veterans Affairs (DMVA), and Ms. Hillary Merritt, representing the Trust for Public Lands, presented the DMVA's FY 2015-16 capital requests. Committee members received written descriptions of the DMVA project, prepared by Legislative Council Staff (Attachment C), and a packet of briefing slides, prepared by DMVA Staff (Attachment D). General Edwards discussed some recent DMVA capital initiatives that are completed or ongoing, and then introduced the FY 2015-16 capital requests, first discussing the Revere Contiguous Lot project. General Edwards then provided an overview of the Buckley P-4 Conservation Easement project. General Edwards responded to questions regarding approval of federal funding for the Buckley project. Colonel Wagner provided input on the project's federal funding component. Discussion ensued regarding the funding arrangement for purchasing buffer properties around Buckley Air Force Base. General Edwards discussed the benefits of the Buckley project.

Ms. Merritt responded to questions regarding the price of the Buckley project. Discussion ensued regarding the cost of the Revere Contiguous Lot project, and the comparative cost of land between the two projects. General Edwards discussed the partnerships involved in executing the Buckley P-4 Conservation Easement project. Colonel Wagner discussed the role of Buckley Air Force Base. Ms. Merritt discussed the public benefits to be realized under the Buckley P-4 Conservation Easement project.

09:34 AM -- Department of Corrections 15-16 Requests

Mr. Steve Hager, Director of Prisons, and Mr. Richard Weems, Assistant Director of Facility Management Services, Department of Corrections (DOC), presented the department's FY 2015-16 capital construction requests. Committee members received written descriptions of the projects, prepared by Legislative Council Staff (Attachment E). Mr. Hager introduced the projects, and Mr. Weems provided an overview of the Colorado State Penitentiary II Expansion COP Payment request for FY 2015-16, which is being requested as an operating budget request. Mr. Weems responded to questions regarding the annual cost of the COP payments for the project, and the number of payments left for the project. Mr. Weems discussed the Close Custody Outdoor Recreation Yards, Colorado State Penitentiary capital request. Discussion ensued regarding the court activities associated with the project. Mr. Weems next provided an overview of the Hot Water Loop Replacement, Limon Correction Facility Capital Renewal project.

Mr. Weems responded to questions regarding the reasons why the hot water loop has degraded at the Limon Correctional Facility, and the type of piping used in the loop system. Discussion ensued regarding the failure points in this system, and the anticipated life cycle of the system once it is renewed under the project. Mr. Weems provided an overview of the Colorado Correctional Industries Small Projects cash-funded project for FY 2015-16.
