Representative Court, chair, called the meeting to order. Representative Williams, sponsor, introduced Senate Bill 15-222. Under current law, broadband internet providers can claim a state sales and use tax refund for equipment used to provide broadband service to areas of the state with a population of less than 30,000; the total that can be claimed by all taxpayers is limited to $1 million per year. The reengrossed bill increases the limit to $2.5 million for investments made in 2015, $4.0 million in 2016, and $5.0 million in 2017 and future years. The increased cap applies for refunds claimed beginning January of the year following when the investments were made. Representative Williams distributed amendment L.005 (Attachment A).

Representative Thurlow, sponsor, introduced Senate Bill 15-141. Starting in property tax year 2016, the bill increases the eligibility for the personal property paid state income tax credit to include all taxpayers up to a $16,000 threshold amount of personal property, or the inflation-adjusted amount, whichever is greater. Each year thereafter, between 2017 and 2019, the threshold is increased by an additional $1,000, or the inflation-adjusted amount, if greater. Representative Thurlow discussed the specifics of the bill. In response to committee questions, Representative Thurlow discussed the benefits of the bill to small businesses.
