Representative Navarro, prime sponsor, presented House Bill 15-1005. This bill requires the Parks and Wildlife Commission (PWC) in the Department of Natural Resources (DNR) to promulgate rules that grant free admission to any state park or recreation area for military veterans. The rules may require a veteran to show certain types of military identification for free park admission.

He spoke about the services and discounts currently offered to veterans by Colorado Parks and Wildlife. Mr. Cassin responded to questions from the committee.

02:11 PM -- House Bill 15-1030

The committee returned to order.

Representative Landgraf, prime sponsor, presented House Bill 15-1030. This bill creates the Employment Services for Veterans Pilot Program (program) in the Colorado Department of Labor and Employment (CDLE). The program includes veterans services related to job retention, mediation with employers, mentoring, and career counseling. The program is available for up to 20 veterans who have not been dishonorably discharged.

The CDLE must develop a request for proposals (RFP) to solicit a qualified nonprofit agency to operate the program as a contractor. The CDLE will administer the program and is tasked with evaluating periodic reports from the contractor and communicating the results of its evaluation to the General Assembly's business committees. The bill is repealed as of January 1, 2018.








Representative Landgraf responded to questions from the committee. She distributed amendment L.001 to the committee (Attachment A), which changes the eligibility requirements for the program.

She described the job training services that would be available under the bill. She responded to questions from the committee. Discussion ensued.

She discussed her experience with homelessness and as a small business owner. She suggested an industry partner or partners for the nonprofit agency that is awarded the operation of the pilot program.

03:06 PM -- House Bill 15-1031

The committee returned to order.

Representative Windholz, prime sponsor, presented House Bill 15-1031. This bill prohibits the use, possession, sale, purchase, transfer, or manufacture of powdered alcohol. A person who violates the prohibition is subject to punishment for a class 2 misdemeanor. The bill exempts hospitals, state institutions, private colleges and universities, and pharmaceutical companies conducting bona fide research as long as they file a notice of possession of powdered alcohol with the Department of Public Health and Environment (DPHE) by September 1, 2015, or 30 days in advance of acquisition. If the federal Food and Drug Administration (FDA) approves powdered alcohol and the state establishes a regulatory structure, the prohibition is repealed.

Representative Windholz distributed amendment L.003 (Attachment B). She spoke at length about the potential dangers of powdered alcohol. Amendment L.004 was also distributed to the committee (Attachment C).

Grier Bailey, representing the Colorado Wyoming Petroleum Marketers Association, testified in support of the bill. Mr. Bailey expressed support for a regulatory structure for powdered alcohol. He responded to questions from the committee.

04:15 PM -- House Bill 15-1084

The committee returned to order.

Representative Tate, prime sponsor, presented House Bill 15-1084. The bill decreases the minimum number of voter service and polling centers (vote centers) required at general elections in large counties. Specifically, the minimum number of vote centers is reduced compared with current law as follows:








The bill does not change the requirement that all counties must operate at least one vote center. The bill also eliminates the requirement that mail ballot envelopes used in local government elections have a flap covering the signature.

Amendments L.001 and L.002 were distributed (Attachments E and F). A summary of El Paso County elections was also distributed (Attachment G).

Mr. Crane discussed issues county clerks have with the process required under current law and indicated that the bill would fix a number of those issues. He stressed that the bill would allow a more efficient process for elections and reduce costs. Ms. Hall distributed some elections data (Attachment H). She discussed the data in detail. She responded to questions from the committee. Mr. Crane weighed in as well.
