07:30 AM -- OIT 2015-16 Request

The committee was called to order. A quorum was present. Ms. Kori Donaldson, Legislative Council Staff, provided an update on the costs for the Office of Information Technology's (OIT) FY 2015-16 capital request. Mr. Peter Bangas, Public Safety Communications Network Manager for OIT, presented this capital request, for the Public Safety Communications Network Microwave Infrastructure Replacement project. Committee members received a written description of the project, along with an information sheet about OIT's capital construction outlook, prepared by Legislative Council Staff (Attachment A). Mr. Bangas provided background on the state's interoperable public safety communications system. Mr. Bangas responded to questions regarding the level of communications traffic handled on this system, and how communications are routed through the system. Mr. Bangas responded to further questions regarding how the project might affect emergency communications coverage throughout the state, and how the radio towers within the system operate as a series or chain. Thus, if one tower is rendered inoperable, it affects communication across the entire system.

Mr. Bangas continued providing an overview of OIT's FY 2015-16 capital request, and discussed the need for the project. Mr. Bangas responded to questions regarding the construction of additional microwave sites in the statewide interoperable public safety communications system by the project, and the project's operating budget impact. Mr. Bangas returned to providing an overview of the Public Safety Communications Network Microwave Infrastructure Replacement project. Mr. Bangas responded to questions regarding whether the project utilizes the best available public safety communications technology, and the ability to use existing radios in the new system.



07:48 AM -- Staff-Initiated DPA FY 2015-16 Capital Request

Ms. Donaldson briefed the committee on a FY 2015-16 cash-funded project to complete the restoration of the State Capitol House and Senate chambers. The request was initiated by Legislative Council Staff, and the project will be administered by the Department of Personnel and Administration. Ms. Donaldson responded to questions regarding the source of cash funds for the project, and the timeline for completing the project.

07:52 AM -- DPA 15-16 Requests

Ms. Kara Veitch, Interim Executive Director, and Mr. Larry Friedberg, State Architect, Department of Personnel and Administration (DPA), presented the department's four FY 2015-16 capital construction requests. Committee members received written descriptions of the four requests, along with a cover sheet with the department's capital outlook and a description of the staff-initiated request that will be administered by DPA (Attachment B). Ms. Veitch discussed the recently completed Capitol Complex Master Plan, the undertaking of which revealed several areas of capital need within the Capitol Complex, and provided an overview of two of DPA's four FY 2015-16 capital requests: Capitol Annex Building Renovation and Centennial Building Renovation. Ms. Veitch responded to questions regarding the costs of these two projects, and the reason why these two projects were originally requested as FY 2014-15 supplemental capital construction requests. Ms. Veitch then briefed the committee on DPA's Parking Lot Repair and Replacement, Capitol Complex request. Ms. Veitch responded to questions regarding the scope of the parking lot project. Mr. Scott Madsen, Director of Central Services for DPA, provided input on the complete reconstruction of certain lots under the project. Discussion ensued regarding certain ADA compliance issues to be addressed by the project.

Ms. Veitch briefed the committee on the final DPA capital request for the Capitol Grounds Water Conservation and Landscaping project. Ms. Veitch responded to questions regarding the projected operating impact and maintenance plan for the Capitol grounds project. Ms. Donaldson clarified that the Capitol Building Advisory Committee recommended exploring more cost-efficient options for landscaping the State Capitol. Ms. Julia Jackson, Legislative Council Staff, provided input on recommendations made by the Capitol Building Advisory Committee concerning the Capitol Grounds Water Conservation and Landscaping project. Discussion ensued regarding available options for landscaping the Capitol grounds.

08:18 AM -- Controlled Maintenance Update

Mr. Friedberg returned to update the committee on the FY 2015-16 controlled maintenance request, the controlled maintenance process, and the recently completed Capitol Complex Master Plan. Committee members received a list of the requested FY 2015-16 controlled maintenance projects, prepared by the Office of the State Architect (Attachment C). Mr. Friedberg explained how state controlled maintenance projects are funded in other states. Mr. Friedberg responded to questions regarding the specifics of how controlled maintenance funding is set aside in these states, and the results of these set-aside policies.

Mr. Friedberg discussed the FY 2015-16 controlled maintenance request. Mr. Friedberg responded to questions regarding how his office prioritizes controlled maintenance projects. Mr. Friedberg discussed funding allocated for controlled maintenance in recent years, and the impact of this resource allocation on the FY 2015-16 controlled maintenance request. Mr. Friedberg returned to explaining how his office prioritizes and recommends funding for controlled maintenance projects, discussing the criteria considered in prioritizing the projects.

Mr. Friedberg continued to provide an overview on how the Office of the State Architect prioritizes controlled maintenance projects. He also explained the Emergency Fund for Controlled Maintenance, and discussed a controlled maintenance project that replaces roofs at the Grand Junction Regional Center and subsequent plans to conduct an overall assessment at the center.
