Representative Williams and Representative Salazar, sponsors, introduced House Bill 15-1306. The bill directs the Department of Personnel and Administration (DPA) to conduct a study to determine whether disparities in the selection of businesses exist in the state procurement system. The study's final report is to be completed, posted online by the Minority Business Office, and submitted to members of the General Assembly by January 1, 2017. The DPA is required to include the findings of the study and any additional recommendations in the department's State Measurement for Accountable, Responsive, and Transparent (SMART) Government Act hearing. The DPA is also required to develop a method for tracking state contracts with historically under utilized businesses, and to publish this information online. The DPA must also track and publish this information for bids solicited on or after January 1, 2016.

Representative McCann, sponsor, introduced House Bill 15-1293. Current law provides a six year statute of limitations for bringing an action for rent, but tenants have a three year statute of limitations to bring an action on a lease. The bill changes the statute of limitations to three years for both actions for rent and counterclaims or offsets related to the action for rent.

Representative Tyler and Representative Tate, sponsors, introduced Senate Bill 15-194. The Statewide Internet Protal Authority (SIPA) was created by the General Assembly in 2004 as an independent political subdivision of the state to provide Internet products and services to covered government agencies and residents. SIPA is governed by a 15-member board of directors. The bill allows executive directors of executive branch agencies, the member of the board appointed by the Chief Justice of the Colorado Supreme Court, and the state's Chief Information Officer to select a designee to serve on the board in their stead; however a designee may not be elected to serve as the chair on the board. The bill was recommended by the Joint Technology Committee (JTC).

Representative Williams moved Senate Bill 15-193 to the House Committee of the Whole. The bill combines two existing reporting requirements into one written report that is currently being created each year. Under current law, SIPA is required to report to the business committees of the House and Senate and the Joint Budget Committee (JBC) by November 1 of each year. Additionally, SIPA is required to submit a written annual report by November 1 of each year which contains a complete and detailed operating and financial statement of SIPA during the preceding fiscal year. The bill combines the reporting requirements into the written report and has SIPA submit the report to the JTC, the JBC, and the business committees of the House and Senate.
