The committee came back to order. Representatives Young and Danielson presented House Bill 15-1324, which creates a grant program to support Student Learning Objectives (SLOs) as a way to measure student performance. Representative Young distributed two handouts to the committee (Attachments C and D) and spoke about student growth as measured under the provisions of Senate Bill 10-191. Representative Danielson discussed how SLOs function in a classroom setting, and how teachers can use them to gauge students' progress. She discussed gaps in the current system and how results are offered in a more timely fashion when teachers use SLOs. She pointed out that this is optional for districts, not a mandate. She mentioned the organizations that support the bill, including the Colorado Education Association (CEA), Colorado Children's Campaign, and Democrats for Education Reform (DFER). Representative Young presented slides (Attachment C) regarding the need for a new way to measure student growth, the need for assessments, and the difference between formative and summative assessments. He spoke about how teachers assess students.

Ilana Spiegel, representing Seeking Excellence and Equity for Kids (SEEK), spoke in opposition to the bill. She discussed her experiences on the House Bill 14-1202 Task Force, and the lack of empirical research recording the validity, success, or reliability of SLOs. She explained that many districts use SLOs for evaluation and compensation determinations. She discussed Value Added Models of teacher evaluation.

Dwayne Schmitz, representing the Poudre School District, spoke in support of the bill. He spoke about Senate Bill 10-191 and the need for growth data to evaluate teachers. He spoke about his district's use of SLO's, the community's support, and the Poudre Education Association's support. He spoke about the challenges of statistical modeling in small school districts. He clarified that an SLO is not an additional assessment but rather a process. He spoke about operationalizing assessments in subjects that are not tested via standardized assessments. He spoke about his work with teams building SLOs. He spoke about misunderstandings surrounding growth.

Greg Grote, President of the Poudre Education Association (PEA), spoke in support of the bill. He spoke about evaluation and about how the PEA partners with the district to implement SLOs. He explained teachers' skepticism at first due to teachers being blamed for perceived failings in the education system. He spoke about how his district uses SLOs and the implementation process. He spoke about how important it is for teachers to be involved in creating SLOs and how important partnerships between teachers and districts are.

Sophia Carmela San Miguel, representing herself, spoke about the bill. She spoke about options for testing and leaders vs. teachers. She discussed her personal experiences as a student. She spoke about allowing students to pursue their passions and develop their talents.
