01:34 PM -- Update on Building Projects

Senator Newell, outgoing committee chair, called the committee to order. Since a quorum was not yet present, the election of a new chair and vice-chair was postponed.

Mr. Lance Shepherd, Capitol Complex, Department of Personnel and Administration, updated the committee on projects undertaken in the Capitol building. He described the chambers restoration work to date and the work that will be included in Phase III of the project, which is scheduled to begin in May 2015. He discussed the plans to remove the ceiling tile and restore the skylights, based primarily on a 1908 photograph. He added that the restoration of the House chambers will be fully complete in 2016, and the Senate chambers in 2017.

Mr. Shepherd described the restoration of the basement restrooms to achieve compliance with the Americans with Disabilities Act (ADA). He explained that the goal is to have ADA-compliant public restrooms on every floor of the building. He also discussed the updates of rooms 271 and 274, which are now a committee room and legislative offices, respectively. He explained that the rooms were originally a legislative library and a law library.

Mr. Shepherd noted that the roof restoration project has been funded and will begin in the summer of 2015. He added that the outer stone of the Capitol will need to be restored soon.

Ms. Bishop and Mr. Shepherd discussed the chambers' stencil work.

01:49 PM -- Presentation of Capitol Complex Master Plan

Mr. Larry Friedberg, State Architect, introduced Josh Gould from RNL Design, the firm that prepared the Capitol Complex Master Plan (master plan). Mr. Gould presented slides (Attachment A). He discussed the goals of the master plan and the area included in the master plan. He described the analysis under the master plan as to leasing state office space versus buying and building, noting that their findings support building a new state facility at the intersection of Colfax and Lincoln.

Mr. Gould discussed the facility condition recommendations for the State Capitol building. He noted that the cost to meet the top five priority needs in the Capitol building would be around $60 million. He further discussed urban design findings related to the Capitol Complex's place in the city of Denver. Mr. Gould explained that the plan recommends creating a "Capitol Mall" on Sherman Street between 12th and 16th Avenues. He continued to discuss pedestrian and visitor issues around the building.

Mr. Gould explained the master plan's recommendations and alternatives for the west lawn, including lowering Lincoln Street to connect the lawn with Lincoln Park, and building underground parking. Costs of the various alternatives range from $54-$63 million.

Ms. Anderson and Mr. Gould discussed the lease/buy/build analysis conducted for the master plan. Mr. Gould and Mr. Friedberg described the various costs that went into the analysis.

Mr. McNulty and Mr. Gould discussed the land owned by the State Land Board in the Capitol Complex area. Ms. Carol Lewis, Office of the State Architect, added information about lease rates for private tenants at that location.

Representative Moreno and Mr. Gould discussed the landscape and security options that the plan proposes in place of the parking circle.

Mr. Friedberg answered a question from Mr. McNulty regarding next steps on the master plan. He noted that the recommendations are guidelines, and said that any new projects would need to go through the usual process for approving capital projects.

Mr. Nichols encouraged planners to remember the National Historic Landmark designation of Civic Center.

Mr. Friedberg discussed proposed controlled maintenance projects affecting the Capitol building.

02:19 PM -- Creative Capitol Update

Ms. Ruth Bruno, Colorado Creative Industries, told the committee about the Creative Capitol exhibit in the Capitol basement rotunda. She noted the current exhibition, honoring the Capitol dome, and the next planned exhibition, Colorado landscape photography.

Ms. Bishop clarified with Ms. Bruno the process of selecting art for Creative Capitol.

02:24 PM -- Request for Book Sales

Ms. Erika Osterberg, Visitor Services, Legislative Council Staff, introduced the author of The Capitol Ghost Mystery,Ms. Michelle Barone. Ms. Barone provided information about her book, noting that it was once sold in the cafeteria. She distributed reviews of her book (Attachment B).

02:34 PM -- Staff Updates

Mr. Damion Pechota, Legislative Council Staff, updated the committee about the Governors' portraits collection and the proposed Enos Mills statue.

Mr. Walter and Ms. Contiguglia discussed the artists who painted the Governors' portraits. Committee members discussed the costs of restoration and the possibility of receiving money from the State Historic Fund.

At Representative Moreno's request, Mr. Pechota provided background information on the collection of Governors' portraits. Discussion continued regarding the potential location of the portraits and how complete the collection is.

Ms. Contiguglia and Mr. Pechota discussed the proposed appraisal of the Capitol art collection.

Ms. Jackson reminded the committee of its Annual Report (Attachment C) and the upcoming meeting schedule.
