Representative Duran, the bill sponsor, presented HB 14-1017 concerning measures to expand the availability of affordable housing in the state, and, in connection therewith, making modifications to statutory provisions establishing the housing investment trust fund, the housing development grant fund, and the low-income housing tax credit. Representative Duran distributed amendment L.002 (Attachment C). She discussed the tax credit to provide an incentive to developers and the economic benefits of a public and private partnership.

The committee discussed the need for affordable housing and the impact on the lives of individuals who lack affordable housing. Representative Duran discussed the need to increase the access of reasonably priced homes.

He discussed the CHFA tax credit process and the lack of funding for affordable housing in areas of need and the need for further resources. Mr. White answered questions from the committee concerning the urban and rural makeup of affordable housing residents and areas impacted by flooding. He answered questions from the committee members concerning the federal tax credit program and prioritization for needs.

Ismael Guerrero, representing the Denver Housing Authority, spoke in favor of the bill. Mr. Guerrero spoke on Denver Housing Authority programs and the increase of housing assistance needs. He discussed the increase of poverty in the suburbs and rural areas. Mr. Guerrero spoke on the importance of private sector investments to provide more affordable housing options.

Corrine Fowler, representing Colorado Progressive Coalition, spoke in support of the bill. She said that affordable housing is an economic justice issue. Ms. Fowler discussed the limited funding options for local housing authorities.

Pat Colye, Director of the Colorado Division of Housing, Department of Local Affairs, spoke in favor of the bill. He discussed the Housing Trust Fund and rental assistance options. Director Coyle said that the gap between supply and demand is increasing every year and that the bill will help refurbish dilapidated properties and construct new homes.

David Zucker, Chair of the State Housing Board, spoke in favor of the bill. He said that the bill will allow the state to respond to changing markets and housing needs.

Brad Wood, representing Colorado Impact, spoke in favor of the bill. Mr. Wood provided a handout to the committee concerning the availability of affordable housing (Attachment D). He discussed the burden of rent on individuals.

Amy Miller, Colorado Coalition Against Domestic Violence, spoke in favor of the bill. Ms. Miller said that sustainable and affordable housing options are important for providing safe spaces to victims of domestic violence.

Representative Duran summarized and discussed amendment L.002.

Director Coyle was called back to the table. He answered questions from the committee concerning funding resources for the Division of Housing. He addressed federal funding limitations and said that the state oversight board would have the power to address rates of moneys transferred to the fund.
