Kim Hunt, representing himself, spoke against the bill. He said that he owns a storage facility, which includes storage condominium units. Mr. Hunt said there is no economic advantage for a storage unit to become a condominium and that the purpose of the industry is to provide a fee based service. He answered questions regarding the costs for service and the property taxes.

A.J. Euckert, Administrator, City of Dacono, spoke in favor of the bill. He said that the provisions of the bill provide greater accesses to safe storage and addresses the needs of the resident. Mr. Euckert said answered questions from the committee regarding zoning.

Christopher Woodriff, Weld County Assessor, spoke in favor of the bill. He discussed current appeals for property assessment. He discussed the residential needs for storage unit services. Mr. Woodriff answered questions from the committee regarding the lack of support from Colorado Assessors Association and concerns regarding the conversion of all storage facilities to condominiums.

Jill Repella, Commissioner of Douglas County, spoke in favor of the bill. She discussed the importance of local officials to determine the needs of local communities.

Jack Hilbert, Commissioner of Douglas County, representing Colorado Counties Inc. (CCI), spoke in support of the bill. He said that the board of commissioners has the authority over land use issues and that this bill addresses the needs of residential property use.

06:35 PM -- Don Rosier, Jefferson County Commissioner, representing CCI, spoke in favor of the bill. He discussed aging populations in the Jefferson County and the greater need of storage facilities. Mr. Rosier discussed assessment rates of property in relation to use.

Mr. Woodruff and Ms. Repella answered questions from the committee regarding appeals for property use.

Ted Leighty, Colorado Association of Realtors, spoke in favor of the bill. He discussed the reclassification needs of residential property to include condominium storage units. Mr. Leighty said this tax benefit will provide economic growth and that the provisions of the bill support the lifestyle of individuals.
