Representative Hamner, Chair, welcomed the audience and committee members and recognized the school board members in the audience. She turned the gavel over to Representative Peniston, who clarified that the committee would not be hearing testimony on any bills.

Representative Hamner, co-sponsor, introduced House Bill 14-1292, which funds several education measures including a buy-down of the negative factor, funding for implementation of the Reading to Ensure Academic Development Act (READ Act), and English-language education.

Representative Hamner offered closing comments to the bill. She explained that HB14-1292 addresses the need to reduce the negative factor by $100 million, puts $20 million into READ Act funding, and puts $30.5 million into funding for English-language learners (ELLs). She pointed out that these commitments will be for recurring funding. Representative Hamner stated that there are also three one-time funding ideas in the bill, including an implementation fund of $40 million distributed on a per-pupil basis to support teachers implementing reforms. She stated that the bill also allocates $5 million to support financial transparency, and $10 million to support changes to Average Daily Membership (ADM). She summarized the bill's provisions relating to capital construction needs for kindergarten, technology, and charter schools. She stated that more work remains to be done on the bill.











Representative Murray offered closing comments to the bill. She thanked the school districts who participated in the process. She reiterated that per-pupil spending under the provisions of the bill would be $7,054. She discussed the reduction of the negative factor by $100 million and thanked the committee members for their patience and involvement. Representative Peniston explained to the audience that the speed of the amendment process indicates an inclusive process, not a lack of thought. Other committee members added closing comments to the bill. Representative Hamner thanked the committee members for their comments and discussed the desire of many stakeholders for a larger reduction of the negative factor.

Representative Peniston recognized the Colorado Association of School Executives (CASE) and Colorado Education Association (CEA) members in the audience.

Representative Hamner, co-sponsor, discussed House Bill 14-1298, the annual school finance bill. She distributed an information sheet to committee members (Attachment G). She pointed out that the bill increases per pupil funding, and assures that the negative factor does not increase. She explained that the bill adds 5,000 early childhood education slots to be used for preschool or kindergarten, and that it increases funding for Boards of Cooperative Educational Services (BOCES) by $2 million. She discussed the bill's flexibility for school districts and technical adjustments to cost of living.
