Representative Sonnenberg, sponsor, described the provisions of Senate Joint Resolution 12-003 concerning public drinking water and wastewater projects that are eligible for certain low interest loans and grants from funds administered by the Colorado Water Resources and Power Development Authority.

Michael Brod, Colorado Water Resources and Power Development Authority, spoke in support of the resolution and described the laws that authorize spending from the Drinking Water Revolving Fund DWRF) and the Water Pollution Control Revolving Fund (WPCRF) (Attachment A and Attachment B). The resolution makes changes to the water projects eligibility list. Mr. Brod explained that the authority anticipates issuing up to $30 million in DWRF loans and issuing up to $35 million in WPCRF loans in the 2012 for public drinking water and wastewater projects. Mr. Brod answered questions from the committee concerning how new nutrient water quality regulations would affect both revolving funds, green infrastructure, and the Animas La Plata project.
