08:04 AM -- Discussion About 2012 Interim Schedule

The committee was called to order. A quorum was present. Ms. Kori Donaldson, Legislative Council Staff, led a discussion about the committee's schedule during the 2012 legislative interim. Committee members received a proposed interim schedule (Attachment A). Ms. Donaldson led the committee through the proposed schedule, discussing the proposed dates and meeting agenda items. The committee discussed the dates for its August, September, and October meetings.

The committee discussed holding a meeting in late November. The committee also discussed the schedule for its annual hearings in December for reviewing the FY 2013-14 capital construction projects, electing to hold them from December 17 through 19. Discussion ensued regarding conducting a Capitol Complex tour during one of its meetings, as well as a tour of state facilities that will be requesting controlled maintenance funding. The committee reviewed its interim meeting dates.



08:23 AM -- Capitol Dome Renovation Progress Update

Mr. Larry Friedberg, State Architect, Department of Personnel and Administration, provided an update on the progress of the Capitol Dome Renovation project. Committee members received a packet of information concerning the project, including a cross-sectional diagram of the project, a series of pictures showing the work underway, and a table detailing the project's funding time line (Attachment B). Mr. Friedberg relied on the information in Attachment B to detail the work completed on the project, and the work currently underway. Mr. Friedberg responded to questions regarding the surface finishes that will replace the deteriorated paint in the dome interior, and the factors that have led to deterioration of the dome's cast iron elements.

Mr. Friedberg continued to review the materials in Attachment B, explaining the work underway on the Capitol Dome Renovation project.

Discussion ensued regarding the potential for touring the dome area during the legislative interim to review the project's status. Mr. Friedberg provided an overview of the project's time line and its relationship to funding for the project. Mr. Friedberg responded to questions regarding the project's appropriations.



08:50 AM -- CPW Matheson Ranch Easements

Mr. Grady McNeill, Resource Support Section Manager, Colorado Parks and Wildlife (CPW), Department of Natural Resources, presented a proposal to acquire a conservation easement and a hunting access easement on the Matheson Ranch near Kremmling. Mr. Gene Abram, District Wildlife Manager for CPW, and Mr. Doug Robinson, Real Estate Specialist for CPW, joined Mr. McNeill. Committee members received a packet of information about the property transaction proposal, assembled by Legislative Council Staff (Attachment C). Mr. Abram responded to questions about the status of the state-held land surrounding the proposed easements. Discussion ensued regarding the length of time that the Mathesons have held the property, and the sale price of properties in the area. Discussion followed regarding the ability to access information about comparable real estate values in areas surrounding proposed CPW property transactions.
