Randall A. Wilks of Burlington, a Democrat, explained that he was appointed to serve as a member of the Colorado Agriculture Development Authority Board with knowledge of agricultural activity in the state, and to represent the various agriculture operations and geographical regions of the state (Attachment A). He also explained why he is interested in serving on the authority and described the Beginning Farmer Loan program that is administered by the authority (Attachment B).

01:43 PM -- Senate Bill 10-072

Senator Schwartz, Prime Sponsor, described the provisions of Senate Bill 10-072 that creates the Colorado Seed Potato Act which requires potato growers who plant 1 or more acres of potatoes to use certified seed potatoes, with some exceptions (Attachment C). The Commissioner of Agriculture is responsible for administration and enforcement of the act and can set fees, conduct inspections, issue subpoenas, impose civil penalties, and sue in court. Growers are required to maintain certain records, which may be reviewed by an independent auditor on a random basis. Colorado State University is the certifying authority for Colorado grown seed potatoes. Seed potatoes grown outside of Colorado must be certified by the certifying authority of the state, territory, or country of origin. The bill creates the commissioner-appointed 9-member Seed Potato Advisory Committee, and specifies their duties.

02:16 PM -- Senate Bill 10-025

Senator Whitehead, Prime Sponsor, described the provision of Senate Bill 10-025 that extends the Water Efficiency Grant Program that is administered by the Colorado Water Conservation Board until July 1, 2020, and authorizes up to $550,000 of annual appropriations from the program cash fund. The program is currently scheduled to be repealed on July 1, 2012. The bill authorizes annual transfers of $550,000 for FY 2012-13 through FY 2019-20 from the Operational Account of the Severance Tax Trust Fund to the program cash fund. This bill was recommended by the interim Water Resources Review Committee.

He also described the economic benefits of the Water Efficiency Grant Program including employment for persons who install water savings devices.
