(a) An appeal may be taken from any decision of the Speaker, in which event the member appealing shall state the reason therefore, taking not more than ten minutes for such purpose, to which the Speaker may respond. Such appeal shall be acted upon immediately, and no motion other than a motion to recess shall be entertained until the question "Shall the decision of the Speaker be overruled?" be directed by the vote of a majority of all members elected.
