2013 SENATE RESOLUTION 13-006 BY SENATOR(S) Morse, Aguilar, Brophy, Carroll, Crowder, Giron, Heath, Hodge, Jahn, Jones, Kefalas, Kerr, Newell, Nicholson, Scheffel, Steadman, Tochtrop, Ulibarri. CONCERNING THE APPROVAL BY THE SENATE OF THE SENATE PRESIDENT'S APPOINTMENT OF ROBERT BACON AS THE APPOINTEE BY THE SENATE TO THE INDEPENDENT ETHICS COMMISSION CREATED IN ARTICLE XXIX OF THE STATE CONSTITUTION. WHEREAS, Section 5 (2) (a) (I) of article XXIX of the state constitution provides that one member of the Independent Ethics Commission created in section 5 (1) of said article, hereafter referred to as the "Commission", shall be appointed by the Colorado Senate, and section 24-18.5-101 (2) (a), Colorado Revised Statutes, provides that the Senate President shall appoint that member with the approval of two-thirds of the members elected to the Senate; and WHEREAS, Pursuant to the authority granted to the Senate President under section 24-18.5-101 (2) (a), Colorado Revised Statutes, the President has appointed Robert "Bob" Bacon to serve as the Senate appointment to the Commission; and WHEREAS, Bob Bacon, who is affiliated with the Democratic Party, is a retired school teacher, having taught as a high school teacher with the Poudre School District for thirty-one years from 1960 to 1991, and at Front Range Community College thereafter from 1991 to 1996, and who also served on the Poudre School District Board of Education from 1991 to 1999; and WHEREAS, Bob Bacon served as a member of the Colorado House of Representatives, representing House District 53 for three two-year terms, from 1997 through 2002, rising to the post of Assistant Minority Leader during his tenure in the House of Representatives and serving on the House Education Committee, the House Civil Justice and Judiciary Committee, the House Appropriations Committee, and the House State, Veterans and Military Affairs Committee, as well as the Legislative Council; and WHEREAS, Bob Bacon later served as a member of the Colorado Senate, representing Senate District 14, for two four-year terms, from 2005 through 2012, and, while a member of the Colorado Senate, served as the Chair of the Senate Education Committee, the Vice-Chair of the Senate State, Veterans and Military Affairs Committee, and as a member of the Senate Appropriations Committee, the Senate Judiciary Committee, and the Senate Local Government Committee, as well as the Capital Development Committee, serving as the Chair of that committee; and WHEREAS, On the basis of his fourteen years of public service as a member of the Colorado General Assembly and his extraordinary career as a respected educator for over thirty years, Bob Bacon has demonstrated the temperament and personal qualities -- being known for his thoughtfulness, fair-mindedness, balanced approach, even-handedness, reasonableness, and sound judgment -- that will allow him to carry out his duties as a member of the Commission in an unbiased, independent, and exemplary manner that will reflect well upon the Senate of the Colorado General Assembly, and the State of Colorado; now, therefore, Be It Resolved by the Senate of the Sixty-ninth General Assembly of the State of Colorado: That the Senate hereby approves the appointment by the Senate President of Robert "Bob" Bacon as the appointee by the Senate to the Independent Ethics Commission created in section 5 (1) of article XXIX of the state constitution, for a term of four years, commencing July 1, 2013. Be It Further Resolved, That copies of this Resolution be sent to the members of the Independent Ethics Commission and to the Executive Director of the Independent Ethics Commission, Jane T.
