Concerning limitations on drug paraphernalia laws. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. In Colorado Revised Statutes, amend 18-18-430.5 as follows: 18-18-430.5. Drug paraphernalia - exemption. A person shall be exempt from the provisions of sections 18-18-425 to 18-18-430 if he or she is participating as an employee, or volunteer, or participant in an approved syringe exchange program created pursuant to section 25-1-520, C.R.S. SECTION 2. Safety clause.
