Senator Carroll, sponsor, presented Senate Bill 11-176, concerning the appropriate use of restrictive confinement. The committee heard witness testimony on the bill on March 14, 2011.

Senator Carroll distributed prepared Amendment L.006, a memorandum from Legislative Council Staff, and a letter from the Colorado Department of Corrections (Attachments A, B, and C, respectively). She walked the committee through the provisions of Amendment L.006, which strikes everything below the enacting clause. She discussed the Department of Corrections' (DOC) position on the amendment.

Senator Scheffel asked about the effect of Amendment L.006 on the fiscal impact of the bill. Senator Carroll referred to the Legislative Council Staff memorandum on this topic (Attachment B). Senator Roberts thanked Senator Carroll and the DOC for their work on the bill. She asked Senator Carroll to comment on the funding sources for the bill.
