Representative Peniston, prime sponsor of Senate Bill 09-087, concerning increased accountability standards for special districts, discussed the bill. The committee heard witness testimony on the bill on March 19, 2009. Representative Peniston explained why Colorado law relating to special districts should be updated and talked about how the bill will increase the public's knowledge about the elections and administration of special districts. She discussed prepared amendment L.020 (Attachment A), which clarifies the responsibilities for sharing information between special districts and county clerks. She also explained how L.020 changes the definition of "designated elected official," and discussed changes to the deadlines between special districts and county clerks.
