Senator Gibbs, Chairman, called the meeting to order.

10:25 AM -- Senate Bill 09-143

Senator Bacon, prime sponsor, presented Senate Bill 09-143, concerning enforcing traffic regulations through the expanded use of an automated identification system. He commented on fee increases in Senate Bill 09-143.

The following persons testified in regard to Senate Bill 09-143:

Mark Radtke, representing the Colorado Municipal League, supported Senate Bill 09-143. He said that Senate Bill 09-143 will allow more widespread use of photo radar.

Sheriff David Weaver, representing the County Sheriffs of Colorado, said that this technology cannot currently be used in unincorporated counties. He said that law enforcement has limited resources and that Senate Bill 09-143 will allow for more thorough enforcement of traffic laws. He said that Senate Bill 09-143 addresses the saving of lives, rather than simply raising additional revenue for local governments.

Maria Moll, representing the Colorado Chiefs of Police, spoke of the costs of traffic speed enforcement. She noted that Senate Bill 09-143 will reduce traffic accident fatalities.

Jim Szakmeister, representing the City of Fort Collins Police, supported Senate Bill 09-143. He said that the cost of one police officer position costs the City of Fort Collins more than $100,000. He said that photo radar technology brings about dramatic improvements in speed enforcement. He added that this type of enforcement also lowers insurance costs for drivers.

Bill Cowern, representing the City of Boulder, said that the photo enforcement program generates no revenue for the City of Boulder. He noted that the program actually cost the City of Boulder $70,000 in the last year, and that more than 200,000 violations have been detected since the inception of the program. He added that photo radar enforcement has been a great success in Boulder.
