Senator Spence, prime sponsor, presented House Bill 09-1089, concerning the filing requirements for liens that secure a debt upon a vehicle. She said that current Colorado law requires that a motor vehicle lien filing contain the vehicle's model and color. She noted that House Bill 09-1089 strikes this requirement, but adds a requirement that the lien filing contain the vehicle's year of manufacture.

02:08 PM -- Pam Nielsen, representing the Colorado County Clerks Association, said that she was involved with the initiation of House Bill 09-1089. She commented on the definition of "duplicate title" under Colorado law and said that the goal of House Bill 09-1089 is to expedite the administration of liens for motor vehicle owners in the state. She said that House Bill 09-1089 will update outmoded language in Colorado law relating to motor vehicle liens.
