Senator Spence, prime sponsor, presented House Bill 09-1089, concerning the filing requirements for liens that secure a debt upon a vehicle. She said that current Colorado law requires that a motor vehicle lien filing contain the vehicle's model and color. She noted that House Bill 09-1089 strikes this requirement, but adds a requirement that the lien filing contain the vehicle's year of manufacture.

Pam Nielsen, representing the Colorado County Clerks Association, said that she was involved with the initiation of House Bill 09-1089. She commented on the definition of "duplicate title" under Colorado law and said that the goal of House Bill 09-1089 is to expedite the administration of liens for motor vehicle owners in the state. She said that House Bill 09-1089 will update outmoded language in Colorado law relating to motor vehicle liens.
