Representative Riesberg reviewed the provisions of House Bill 09-1168, concerning the timing of reports to the Capital Development Committee. He discussed the reasons for bringing the bill and the timing of the reports provided to the committee. He responded to questions from committee members.

01:41 PM -- House Bill 09-1179

Representative Labuda reviewed the provisions of House Bill 09-1179, concerning participation in the address confidentiality program by a person who resides with a victim participant. She described the program and the reasons behind bringing the bill. She said that the bill would codify current practice and rules.

Ms. Jackie Sanders, representing the Address Confidentiality Program at the Office of the Secretary State, testified in favor of the bill. She testified that this bill would bring Colorado into line with over 20 other states. Ms. Sanders responded to questions from the committee.

Ms. Sanders read the written testimony of Erin, a participant in the Address Confidentiality Program. The testimony was distributed to the committee (Attachment A).

Jennifer, Address Confidentiality Program participant, representing herself, testified in favor of the bill. She said she has been a participant in the program since 2008 due to being stalked by an ex-boyfriend.

Jennifer continued to respond to questions regarding participation in the program.

02:03 PM -- Mario, Address Confidentiality Program participant, representing himself, testified in favor of the bill. He discussed his background and interest in the program. He spoke to the importance of expanding eligibility for the program. He responded to comments from committee members.

02:12 PM -- Ms. Amy Miller, representing the Colorado Coalition Against Domestic Violence, testified in support of the bill. She discussed how the bill would strengthen the current program.

02:16 PM -- Ms. Annmarie Jensen, representing the Colorado Association of Chiefs of Police, testified in support of the bill. Ms. Jensen indicated that the chiefs are supportive of the bill and of the program. She spoke to the discussions she has had with the chiefs about the bill.

02:20 PM

Mr. Ed DeCecco, Office of Legislative Legal Services, came to the table to discuss a potential conceptual amendment. Representative Labuda indicated that she would like to have further discussions on the possible amendment.
