08:12 AM -- Discussion About Prioritization of FY 2009-10 State-Funded Projects
Committee members received a letter and spreadsheet detailing the Governor's Office of State Planning and Budgeting's (OSPB) final list of recommended cuts to capital projects (Attachment B). Committee members also received a memorandum showing available revenue for FY 2009-10 capital projects, including attachments listing the OSPB prioritized recommendations for state-funded projects, prepared by Legislative Council Staff (Attachment C). Discussion ensued about how to prioritize FY 2009-10 projects requested from state funds. Ms. Lisa Esgar, Deputy Director, OSPB, came to the table to address questions from the committee about OSPB's prioritized recommendations. She explained that OSPB is recommending four projects for funding in FY 2009-10, including (1) University of Colorado - Denver, Various Projects at the Anschutz Medical Campus (formerly Fitzsimons) (COP Project); (2) Department of Corrections, Colorado State Penitentiary II, High Custody Expansion (COP Project); (3) Department of Revenue, Colorado Integrated Tax Architecture (CITA); and (4) Department of Personnel and Administration, Level 1 Controlled Maintenance. Ms. Esgar said that OSPB recommends a General Fund transfer to fund part of the project costs for these four projects. Discussion turned to the necessity of a General Fund transfer to fund the four recommended projects. Ms. Esgar then addressed questions from the committee about the Digital Trunked Radio System project and various higher education projects. Discussion ensued about the possibility of future funding from federal mineral lease revenue for higher education projects.

Discussion continued about OSPB-prioritized higher education projects, including some projects that are on the recommended cut list (see Attachment B). Ms. Esgar addressed questions about the potential impact of the federal stimulus package on capital construction needs in the state, and the role the committee may play in recommending projects to be funded with federal stimulus dollars. Discussion turned to the potential impact of Senate Bill 09-228 on future revenue available for capital construction.

Representative Riesberg gave a brief legislative history of funding for capital construction prior to the passage of Senate Bill 97-1 and House Bill 02-1310. Discussion turned to specific capital projects listed in Attachment C.
