Julie Pelegrin, Office of Legislative Legal Services, explained the changes to the bill that were made in the House of Representatives. Amanda Bickel, Joint Budget Committee Staff, further explained the changes. Ms. Pelegrin discussed draft conference committee report CLSB245.001 (Attachment A). She explained that the report substitutes a different appropriations clause and adds language specifying that the bill becomes effective only if House Bill 09-1366 becomes law and there is sufficient unappropriated revenue from the passage of House Bill 09-1366 to fund the bill's costs. Senator Romer commented on House Bill 09-1366.
