Senator Morse, prime sponsor, commented on Senate Bill 09-246, concerning the award of moratory interest to claimants in residential construction defect actions, and in connection therewith, enacting the "Homeowner Protection Act of 2009." Senate Bill 09-246 was on the committee's calendar for action only. Testimony was taken on Senate Bill 09-246 at the committee's meeting of April 1, 2009. Senator Morse commented on the testimony that was heard by the committee relating to Senate Bill 09-246. He said that Colorado law regarding construction defects should be examined more closely, but that a legislative interim study committee to consider the subject is unnecessary. He requested that the committee postpone Senate Bill 09-246 indefinitely.
