Senator Veiga presented Senate Bill 09-173. The bill allows one or more local governments to pursue tourism-related projects on a regional basis using state sales tax increment financing (TIF). Senator Veiga explained the bill.

Chris Mendez, representing Colorado Counties Incorporated (CCI), testified in opposition to the bill. He stated that CCI supported portions of the bill, and discussed prepared Amendment L.001 (Attachment F), concerning urban renewal authorities. Senator Veiga responded to a question from Senator Harvey regarding CCI's concerns. She stated that she would oppose the amendment proposed by Mr. Mendez. Senator Veiga responded to a question from Senator Foster about eminent domain. Mr. Mendez distributed a graph to the members of the committee (Attachment G).

08:37 PM -- Wendy Mitchell, representing Aurora Economic Development, testified in favor of the bill. She responded to questions from the committee.

08:42 PM -- Matt Cheroutes, Director of Communications for the Governor's Office of Economic Development and International Trade, testified in favor of the bill.

Janice Sinden, the Executive Director of Colorado Concern, testified in favor of the bill. The committee members discussed the bill's relation to financing for Coors Field. Senator Scheffel questioned whether government was getting involved in projects that should seek their own financing. He addressed the conversations about Coors Field. Senator Veiga responded to Senator Scheffel's comments and discussed the legislative authority that would oversee the projects. She noted that the bill would be an incentive similar to job incentives.

Senator Foster offered clarification about TIF projects such as The Denver Pavilions and the University Hills Shopping Center.

Jim Mulligan, an attorney representing the Denver Metro Chamber of Commerce, the Metro Denver Economic Development Corporation, and the Colorado Competitive Council, testified in favor of the bill.

Senator Tochtrop explained prepared Amendment L.001, and Senator Veiga stated her opposition to the amendment. Discussion continued.
