Representative Vaad, prime sponsor of House Bill 09-1114, discussed the merits of the bill. The bill would require the Colorado Department of Transportation (CDOT) to determine which portions of the state highway system are used as commuter highways within a metropolitan area. Representative Vaad further discussed unfunded mandates and provided handouts to the committee members (Attachments T and U). He provided additional information on the federal Safe, Accountable, Flexible, Equitable Transportation Act (SAFETEA).
