Senator Penry, sponsor of House Bill 09-1046, presented the bill. The bill makes changes to assessments under the Postsecondary and Workforce Readiness Assessments Pilot Program as follows: it provides that assessments are no longer required to be given in only the spring semester and it allows districts to require the assessment vendor to provide assessment results directly to the Colorado Department of Education (CDE).

Senator Penry explained that the bill was brought to him by the CDE to provide more flexibility.
