01:50 PM -- House Bill 09-1348

Representative Weissmann, prime sponsor, presented House Bill 09-1348 concerning activities resulting from the performance of legislative duties. The bill prohibits a legislator from being questioned in any other place for conducting or performing any legislative activity, and provides that legislative staff may not be questioned in any other place for legislative duties or functions performed at the request of a legislator. For purposes of the "Colorado Open Records Act," the bill defines work product and expands the constituent communication exception to the definition of public records.

Representative Weissmann responded to questions from the committee about the scope of the bill.

01:56 PM --
Sharon Eubanks, Office of Legislative Legal Services, joined the committee to respond to questions from the committee about different fact situations in which the bill would apply. Members expressed concerns about the possibility that the bill would apply to an overly broad set of situations.
