Senator Harvey, prime sponsor, presented House Bill 09-1153, concerning the requirements applicable to the formation of an issue committee under Colorado law governing campaign finance. He said that House Bil 09-1153 addresses the timely registration by issue committees advocating for or against municipal ballot issues. He added that House Bill 09-1153 requires municipal clerks to provide notification to municipal residents regarding ballot measures and imposes filing requirements on issue committees.

03:13 PM -- Richard Coolidge, representing the Colorado Secretary of State, supported House Bill 09-1153. He commented on reporting requirements for issue committees under House Bill 09-1153

03:16 PM -- Jenny Flanagan, representing Colorado Common Cause, supported House Bill 09-1153. She said that campaigns for local ballot issues are often quite large. Senator Harvey expressed concern regarding time frames for filing requirements in House Bill 09-1153.

03:23 PM -- Bob Lackner, representing the Office of Legislative Legal Services, commented on the interpretation of time lines in House Bill 09-1153.

03:26 PM -- Richard Coolidge, returned to the table and commented on the time frame for filing of issue committees under House Bill 09-1153.
