01:46 PM -- Senate Bill 09-171

Representative McFadyen called the meeting to order. A quorum was present. Representative Todd and Representative Vigil, co-prime sponsors of Senate Bill 09-171, discussed the merits of the bill. The bill would permit moneys available from the Colorado Customized Training Program to be used to train potential employees, establish programs related to training, and help companies train employees for participation in Colorado's new energy economy. Representative Todd and Representative Looper responded to questions from committee members.

Representative McFadyen asked for witnesses to testify regarding the bill.

Mr. Matt Cheroutes, representing the Office of Economic Development and International Trade, testified in support of the bill. Mr. Cheroutes discussed the bill's impact upon Colorado industries. He further responded to questions from committee members.

Representative Fischer discussed current language in the bill permitting flexibility for the use of funds. Representative McNulty asked Mr. Cheroutes to comment on the meaning of "new energy economy" in the bill.

Mr. Joshua Abram, Legislative Council Staff, discussed the fiscal note for the bill and responded to questions from committee members.
