Representative Sonnenberg, prime sponsor, explained that Senate Bill 09-096 is sponsored by the Capital Development Committee. It exempts both federally-funded and a combination of cash- and federally-funded capital construction projects at institutions of higher education from the requirement that a contract be executed and encumbered within 6 months after the date of the appropriation. After a brief committee discussion, the bill was placed on the table for action.

09:53 AM -- Senate Bill 09-041 - Concerning the Private Activity Bond Ceiling Allocation Act

Representative Vigil, prime sponsor, explained that Senate Bill 09-041 authorizes the Department of Local Affairs to charge an administrative fee to entities that receive direct allocations of bonding authority as part of the Private Activity Bond (PAB) Ceiling Allocation Act. The bill also allows the department to contract with a private person, corporation, or entity for the administration of the program. Finally, the bill makes changes to certain deadlines for allocation and reporting requirements regarding the program.
