The committee was called to order by the Chair, Senator Morse. He explained that the business before the committee is the adoption of the report of the committee to the Executive Committee of the Legislative Council. A copy of the report may be found in Attachment A.

MOTION:Moved that the committee adopt the report to the Executive Committee of the Legislative Council recommending that Mr. Groves be formally admonished in a private meeting, that a letter of admonishment be issued, and that Mr. Groves be directed to refrain from such conduct in the future. (Attachment A) The motion passed on a 3-0 vote.

Senator Morse said the report would be available to the public after it is delivered to the members of the Executive Committee of the Legislative Council. He said the committee found that Mr. Groves violated Joint Rule 36(b)(4) and is recommending that the Executive Committee of the Legislative Council formally admonish Mr. Groves in a private meeting and by issuance of a letter of admonition, and that Mr. Groves be directed to refrain from such conduct in the future.

Senator Cadman asked for clarification of the role of the Executive Committee. Senator Morse explained that the Executive Committee would consider the report of the committee and choose whether to accept the report's recommendations.

Jennifer Gilroy, Office of Legislative Legal Services, came to the table to respond to committee questions about the report and about the authority of the Executive Committee with regard to the report. She also provided clarification about when the report would be made public. She said copies would be available in the main office of the Office of Legislative Legal Services, Room 091, by 10:00 a.m.
