01:39 PM -- Senate Bill 09-027

Senator Foster, sponsor, described the provisions of SB 09-27 concerning the protection of the public from coyotes. She explained that constituents have expressed concern to her about coyotes that have threatened them in parks and other areas. She also described the provisions of Amendment L. 00 1 (Attachment A) that removes the requirement for the Colorado Department of Agriculture to address threats to humans from coyotes. She explained that the amendment will also affect the fiscal impact of the bill.

Tom Remington, Director of the Division of Wildlife, described predator control programs to protect humans and address threats to pets. He also spoke in opposition to the bill.

01:57 PM --
Kathi Green, Division of Wildlife, described the division's programs to reduce conflicts between coyotes and humans. She also described predator control programs of municipalities and a pending contract with U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) to assist the Division of Wildlife and municipalities in northeast Colorado with predator control problems. Ms. Green responded to questions from the committee about the authority of municipalities and private individuals to control predators without prior approval of the division.

Mr. Remington responded to questions about Amendment L. 001 and its effect on the division's budget and predator control priorities.

Ashley Delaup, City and County of Denver, described the city and county's coyote control program including public education programs. She also responded to questions from the committee about what attracts coyotes to urban areas and predator control programs in other states.

Marvin G, Blair, Hutchinson Hills Homeowners Association, described increased coyote problems experienced by residents in his community.
