04:03 PM -- Legislative Contracts

Bart Miller, Office of Legislative Legal Services, provided the members with a handout (Attachment A) regarding legislative contracts, and discussed the process of drafting and approving legislative contracts. Mr. Miller explained that currently the Attorney General and the State Comptroller must approve legislative contracts. He presented proposed changes to the current legislative contract statutes for the committee's consideration.

Earlier in the meeting, Representative Judd requested permission for one meeting of the Joint Finance Committee during the interim, but meant to request permission for two, so the committee approved this additional request to correct the oversight.

Representative May asked when the Executive Committee would take up the matter of legislator per diem during the session. President Shaffer replied that it is a matter the Executive Committee needs to discuss, and will be considered at the committee's meeting on December 18, 2009.
