Representative Curry, prime sponsor, presented HB 1289 concerning the Species Conservation Trust Fund and approving the species conservation eligibility list. She explained that this bill appropriates money from both the operation and maintenance account and the capital account of the Species Conservation Trust Fund for programs submitted by the executive director of the Department of Natural Resources. These programs are designed to conserve native species listed under state or federal law as threatened or endangered, candidate species, or species likely to become candidate species as determined by the U.S. Fish and Wildlife Service. Representative Curry answered questions from the committee. A spreadsheet detailing the project eligibility list for the species conservation trust fund was distributed to committee members (Attachment A).

Doug Robothon, Department of Natural Resources, spoke about the bill. He explained some of the projects on the project eligibility spreadsheet, including projects in state parks (Attachment A).

Julie McKenna, Northern Colorado Water Conservation District, testified in support of the bill. She explained the need for the Conservation Trust Fund and compared the cost of projects on the list to the costs associated with recovering a species once it is listed as threatened or endangered. She explained that the projects on the list are intended to prevent listing.
