Representative Schafer asked if the bill would apply to an apprenticeship with a labor union. Dr. Gianneschi replied that it would only apply to courses offered through a higher education institution.

02:08 PM -- David Skaggs and Julie Carnahan, representing the Department of Higher Education, testified in support of the bill. They shared a handout with committee members (Attachment B). He presented concerns about the provisions in the bill concerning the creation of the advisory board, but noted that some of the amendments to be offered mitigate some of the concerns.

Dr. Gianneschi responded to the concerns about the cost of enrolling students for a fifth year. Representative Murray presented concerns about how the state will find money to fund the program. Committee discussion continued about the cost of reimbursing home-schooled students for concurrent enrollment programs.

Representative Murray asked if it would be possible to include home-schooled students in the bill. Representative Middleton asked if the home-school student piece came up in the P-20 Council subcommittee conversations in developing the concept of the bill.
