Jason Gelender, Office of Legislative and Legal Services, explained that the amendment would make state monies that were granted to the fund accessible to any county, not just the 43 counties that are voluntary contributors. Representative King responded that he would not consider this a friendly amendment. The committee discussed the amendment.
