05:49 PM -- John Karakoulakis, representing the Department of Higher Education, testified in support of the bill, and explained that the department decided not to appeal the 2008 circuit court decision which found that Colorado's law prohibiting state financial assistance to students attending a pervasively sectarian institution is unconstitutional.
