01:13 PM -- Senate Bill 09-290

Senator Bacon, prime sponsor, presented Senate Bill 09-290. The bill, recommended by the Capital Development Committee, changes the review process for cash-funded capital construction projects at state institutions of higher education. Under current practice, each school is required to annually submit 2-year projections for all cash-funded projects in excess of $2 million, and the bill sets procedures for a school to amend its 2-year projection. He stated that because the state is in challenging economic times, higher education is constructing more buildings through gifts, grants, donations, and student fees. The bill, he said, would help to expedite these projects. He distributed copies of Amendment L.002 (Attachment A) and L.004 (Attachment B) and explained the amendments.

01:15 PM -- Mr. Greg Romberg, representing the Colorado Press Association, testified in opposition to the bill. He shared his concerns about Section 5 of the bill and the potential impacts on the public notice of construction projects.

Senator Bacon shared his thoughts about addressing issues that were raised about Section 5 of the bill. He also discussed the support of the higher education community for the proposed legislation.
