Senator Williams, prime sponsor, presented House Bill 09-1336, concerning the implementation of specific recommendations of the state Election Reform Commission. She described the provisions of House Bill 09-1336.

02:56 PM -- Harvie Branscomb, representing the Colorado Voter Group, said that he supports basic principles to ensure the integrity of elections.

03:10 PM -- Al Kolwicz, representing the Colorado Voter Group, commented on the role of his organization. He commented further on the transparency of elections. He said that the Election Reform Commission did not have access to sufficient technical expertise. He expressed concerns with portions of the bill. He said that the Secretary of State's rule-making process does not allow for sufficient technical input.

03:22 PM -- Jenny Flannagan, representing Colorado Common Cause, commented on the makeup of the Election Reform Commission. She commented on topics which were not addressed by the Election Reform Commission, including translation for non-English speakers.
