01:43 PM -- House Bill 09-1284

Senator Williams, prime sponsor, presented House Bill 09-1284, concerning corridor capacity strategic planning to foster transportation efficiency. House Bill 09-1284 was on the committee's calendar for action only. Testimony on House Bill 09-1284 was heard by the committee on April 14, 2009. Senator Williams said that the bill will put in place a high standard of collaboration among entities involved in land use planning. She described potential amendments to House Bill 09-1284.

Tim Leonard, representing Deepwater Point Company, Inc. said that he is a land developer, and that he supports a proposed amendment to the bill, L.012 (Attachment A). He commented on some concerns he has with House Bill 09-1284. He questioned whether the Colorado Department of Transportation (CDOT) will be able to perform duties assigned in the bill with the minimal resources that are anticipated in the fiscal note for House Bill 09-1284. Senator Williams said that CDOT is currently performing many of the duties assigned in the bill, and that this explains the relatively minor appropriation that is needed.

Melissa Nelson, representing the Colorado Department of Transportation, noted that a program that was originally in the bill and drove costs was removed. She said that CDOT is neutral on the bill.
