Chairman Gordon reviewed issue #14, concerning mail ballot elections. Discussion ensued regarding a provision in the recommendation that suggests requiring 50 percent of all active voters to have participated by absentee ballot in the previous gubernatiorial or presidential election before an all-mail-ballot primary election is allowed in a county. Commissioner Hobbs expressed reservations with several of the items in issue #14. Discussion ensued regarding the reasons for including several of the recommendation's clauses in the action item, and the potential for removing some of the clauses from the final recommendation. Discussion followed regarding the impact of limiting the number of polling centers on voter participation, and the costs associated with mail ballot elections, including postage.
