Senator Schwartz, prime sponsor, presented House Bill 09-1322, concerning access by motor vehicle repair shops to an electronic system implemented by the Department of Revenue for purposes of determining ownership and lienholders of motor vehicles abandoned at motor vehicle repair shops. She said that the bill is a technical cleanup of statutes that were adopted at the prior legislative session.

Maren Rubino, representing the Titles and Registration Section, Colorado Department of Revenue, explained that a provision was inadvertently left out of legislation on this subject adopted during the 2008 legislative session and that the bill will facilitate identification of vehicle owners and lienholders by motor vehicle repair shops.
