Senator Bacon, prime sponsor, presented House Bill 09-1325, concerning the Governor's authority to activate the Colorado national Guard. He noted that House Bill 09-1325 allows the Governor to activate the National Guard in case of a national special security event or in situations of imminent danger or disaster.

Robbie Robinson, Deputy Director, Department of Military and Veterans Affairs, supported House Bill 09-1325, and commented on the meaning of the term "imminent danger" in the bill. He spoke of situations in which it is beneficial to preposition the National Guard when their services are likely to be needed.
