BE CONSIDERED A MUNICIPALITY; EXCEPT THAT IT SHALL BE ELIGIBLE
TO APPOINT TWO MEMBERS TO THE DISTRICT'S BOARD. A BOARD SHALL
HAVE A MINIMUM OF FIVE MEMBERS. IN THE EVENT THAT THERE ARE MORE
THAN THREE ENTITIES ELIGIBLE TO APPOINT MEMBERS TO THE BOARD,
THE DISTRICT'S BOARD SHALL CONSIST OF A NUMBER OF MEMBERS EQUAL
TO ONE AND ONE HALF TIMES THE NUMBER OF ENTITIES ELIGIBLE
TO APPOINT MEMBERS TO THE BOARD, ROUNDED DOWN TO THE NEXT WHOLE
