A BILL FOR AN ACT
101 CONCERNING LONG-RANGE PLANNING BY PRINCIPAL DEPARTMENTS OF THE
102 EXECUTIVE DEPARTMENT OF STATE GOVERNMENT.
Bill Summary
(Note: This summary applies to this bill as introduced and does
not necessarily reflect any amendments that may be subsequently
adopted.)
Requires each principal department of the executive department
to prepare a long-range plan. Specifies the minimum contents of such
plan. Requires each department to submit its plan to the office of state
planning and budgeting by July 1, 2000.
Requires the office of state planning and budgeting to prepare a
coordinated long-range plan for the principal departments of the
executive department. Specifies that such plan shall be based on the
long-range plans submitted by the principal departments. Requires the
office to submit the coordinated long-range plan to the general assembly
by January 15, 2001.
1 Be it enacted by the General Assembly of the State of Colorado:
2 SECTION 1. Title 24, Colorado Revised Statutes, is amended
3 BY THE ADDITION OF A NEW ARTICLE to read:
4 ARTICLE 17.5
5 Long-Range Planning
6 24-17.5-101. Legislative declaration. THE GENERAL ASSEMBLY
7 FINDS AND DECLARES THAT COORDINATED, LONG-RANGE PLANNING BY ALL

1 OF THE PRINCIPAL DEPARTMENTS OF THE EXECUTIVE DEPARTMENT OF
2 STATE GOVERNMENT IS A CRUCIAL ELEMENT IN DETERMINING THE NEEDS
3 AND ESTABLISHING THE PRIORITIES FOR STATE GOVERNMENT OVER THE
4 NEXT TWENTY YEARS.
5 24-17.5-102. Preparation of long-range plans. (1) EACH
6 PRINCIPAL DEPARTMENT OF THE EXECUTIVE DEPARTMENT OF THE STATE
7 GOVERNMENT LISTED IN SECTION 24-1-110 SHALL PREPARE A LONG-RANGE
8 PLAN FOR SAID DEPARTMENT THAT, AT A MINIMUM, IDENTIFIES THE
9 DEPARTMENT'S PRIORITIES, ANTICIPATED PERSONNEL AND
10 INFRASTRUCTURE NEEDS, AND SERVICES THAT THE DEPARTMENT EXPECTS
11 TO PROVIDE OVER THE NEXT TWENTY YEARS. EACH PLAN SHALL IDENTIFY
12 SUCH PRIORITIES, NEEDS, AND SERVICES IN FIVE-YEAR INCREMENTS FOR A
13 TOTAL OF TWENTY YEARS.
14 (2) EACH DEPARTMENT SHALL SUBMIT ITS LONG-RANGE PLAN TO
15 THE OFFICE OF STATE PLANNING AND BUDGETING BY JULY 1, 2000.
16 SECTION 2. Part 2 of article 37 of title 24, Colorado Revised
17 Statutes, is amended BY THE ADDITION OF A NEW SECTION to
18 read:
19 24-37-202. Coordinated long-range plan. IN ADDITION TO THE
20 STATE PLANNING RESPONSIBILITIES IDENTIFIED IN SECTION 24-37-201, THE
21 OFFICE SHALL PREPARE A COORDINATED LONG-RANGE PLAN FOR THE
22 PRINCIPAL DEPARTMENTS OF THE EXECUTIVE DEPARTMENT LISTED IN
23 SECTION 24-1-110. SUCH PLAN SHALL BE BASED ON THE LONG-RANGE
24 PLANS SUBMITTED BY THE PRINCIPAL DEPARTMENTS PURSUANT TO SECTION
25 24-17.5-102. THE OFFICE SHALL SUBMIT THE COORDINATED LONG-RANGE
26 PLAN TO THE GENERAL ASSEMBLY BY JANUARY 15, 2001.

2 determines, and declares that this act is necessary for the immediate
3 preservation of the public peace, health, and safety.
