INTRODUCTION OF RESOLUTION

The following resolution was read by title and laid over one day under the rules:

HJR99-1057 by Representatives Tool, Bacon, Johnson, Kaufman; also Senators Reeves, Matsunaka--Concerning honoring the Colorado State University women's basketball team.

WHEREAS, On November 13, 1998, the Colorado State University Rams women's basketball team embarked on their greatest season (1998­99) by defeating Valparaiso University 94­71 in the first round of the Women's Preseason National Invitational Tournament; and

WHEREAS, On November 20, 1998, the Rams won their first national title with a 71­60 win over eleventh­ranked Rutgers for the Women's National Invitational Tournament Championship in Fort Collins; and

WHEREAS, On November 28, 1998, the Rams defeated La Salle University to win the Coors Rocky Mountain Invitational at which game Heather Haanen was named Most Valuable Player; and

WHEREAS, On January 23, 1999, the CSU Rams made a season­high 38 field goals as they earned their 20th win out of 21 games, the quickest any team in program history has reached 20 wins; and

WHEREAS, On February 8, 1999, Katie Cronin was named Western Athletic Conference (WAC) Player of the Week for the 5th time in her career and the second time of the season; and

WHEREAS, On February 15, 1999, the CSU Rams climbed to No. 4 in the polls, being the highest ranking team since the 1969 men's team; and

WHEREAS, On February 20, 1999, the CSU Rams reached their 27th win, the most wins in the school's history and had the largest crowd in attendance in program history with 8,875 fans watching the seniors' last game as the CSU Rams defeated Wyoming 101­68; and

WHEREAS, On February 25, 1999, Becky Hammon scored 42 points to pass Keith Van Horn as the WAC's all­time leading scorer, breaking his record with a "three­pointer" in the 18th minute of the second half; and

WHEREAS, On February 26, 1999, the WAC named Becky Hammon Player of the Year for the 3rd consecutive year and she was a WAC first stringer with Katie Cronin. In addition, Heather Haanen was a second team pick and Roxanne Manning was an all­defensive and all­newcomer choice and Tom Collen, head coach of the CSU Rams women's basketball team, was named Mountain Division Coach of the Year; and

WHEREAS, On February 27, 1999, the CSU Rams defeated the Air Force Academy with a 97­70 win, finishing 14­0 in the WAC, only the second team to finish the first conference undefeated; and

WHEREAS, On February 28, 1999, for the 5th time in the season and 15th time in her collegiate career, Becky Hammon was named WAC Player of the Week; and

WHEREAS, On March 14, 1999, the CSU Rams earned their first Sweet Sixteen berth by defeating Southwest Missouri State 86­70 in front of a sellout crowd at Moby Arena; and

WHEREAS, On March 20, 1999, the CSU Rams ended their season with a 33­3 record, losing to UCLA in the Sweet Sixteen, bringing CSU's NCAA Tournament record to 4­3; and

WHEREAS, On March 26, 1999, Becky Hammon was named to the Kodak All­American Team, the most prestigious of post­season honors for women's college basketball; now, therefore,

Be It Resolved by the House of Representatives of the Sixty­second General Assembly of the State of Colorado, the Senate concurring herein:

That we, the members of the General Assembly, extend our congratulations to the players and staff of the Colorado State University Rams women's basketball team for their success in the 1998­99 season.

Be it further resolved, That a copy of this Resolution be transmitted to Dr. Albert Yates, President of Colorado State University, Tim Weiser, Athletic Director for Colorado State University, Tom Collen, head coach of the Colorado State University Rams women's basketball team, and the State Board of Agriculture.

APPROPRIATIONS

After consideration on the merits, the Committee recommends the following:

HB99-1383 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:

Amend printed bill, page 2, line 11, after "INDIVIDUAL", insert "OR PART­YEAR RESIDENT INDIVIDUAL";

line 17, strike "RETURN." and substitute "RETURN OR, IN THE CASE OF A PART­YEAR RESIDENT INDIVIDUAL, SUCH AMOUNT AS SHALL REFLECT EIGHT AND ONE­HALF PERCENT OF THE FEDERAL EARNED INCOME CREDIT EARNED WHILE A RESIDENT OF COLORADO.".

Page 4, after line 21, insert the following:

"SECTION 3. Appropriation - adjustment in 1999 long bill. (1) In addition to any other appropriation, there is hereby appropriated, out of any moneys in the general fund not otherwise appropriated, to the department of revenue, information technology division, for the fiscal year beginning July 1, 1999, the sum of sixty-four thousand nine hundred twenty-two dollars ($64,922), or so much thereof as may be necessary, for the implementation of this act.

(2) For the implementation of this act, appropriations made in the annual general appropriations act for the fiscal year beginning July 1, 1999, shall be adjusted as follows:

(a) The general fund appropriation to the capital construction fund outlined in section 3 (1) (f) is reduced by sixty-four thousand nine hundred twenty-two dollars ($64,922).

(b) The capital construction fund exempt appropriation to the department of transportation, construction projects, is reduced by sixty-four thousand nine hundred twenty-two dollars ($64,922).".
