INTRODUCTION OF RESOLUTION

The following resolution was read by title and laid over one day under the rules:

HJR99-1031 by Representative Kaufman; also Senator Lacy--Concerning the 25th anniversary of the Colorado Housing and Finance Authority.

WHEREAS, The Colorado Housing and Finance Authority (CHFA) formally began its operation in 1974 as a public enterprise working to finance affordable housing, business, and economic growth opportunities for Colorado; and

WHEREAS, CHFA has worked over the past 25 years to create and finance affordable housing for low and moderate income individuals and families who may not otherwise be able to purchase a home; and

WHEREAS, CHFA has issued $3.85 billion of securities to provide housing for 72,456 families and individuals of low and moderate income, including 37,243 first­time home buyers and the owners of 35,213 rental units for low and moderate income families located in all 63 counties in the state; and

WHEREAS, CHFA has supported small businesses and agricultural operations in Colorado through its administration of various programs offering financing for working capital, machinery, equipment, and owner­occupied real estate and, in some cases, refinancing of existing debt; and

WHEREAS, CHFA, through its commercial programs, has provided more than $248 million in financing to 971 small Colorado businesses and assisted in the creation or retention of more than 13,960 jobs; and

WHEREAS, CHFA continues to work creatively toward its stated goals to "increase the availability of affordable, decent, and accessible housing for lower income Coloradans" and to "strengthen the state's economy by providing financial assistance to businesses"; now, therefore,

Be It Resolved by the House of Representatives of the Sixty­second General Assembly of the State of Colorado, the Senate concurring herein:

That we, the members of the Colorado General Assembly, hereby give formal recognition to the marking of the first quarter century of success enjoyed by the Colorado Housing and Finance Authority and to the benefits that the Colorado Housing and Finance Authority has brought to residents and small business owners throughout our state during the past 25 years.

Be It Further Resolved, That a copy of this Joint Resolution be sent to the Colorado Housing and Finance Authority.
