A BILL FOR AN ACT
101 CONCERNING ACCESS TO THE COLORADO STATE PATROL THROUGH THE
102 PROVISION OF TOLL-FREE TELEPHONE SERVICE.

Declares that it is in the interest of the public's health and
well-being to provide equal access to the Colorado state patrol's regional
communication centers to all of the citizens of this state.
Requires the chief of the Colorado state patrol to provide toll-free
telephone service for citizens to use to contact the Colorado state patrol's
regional communication centers.
1 Be it enacted by the General Assembly of the State of Colorado:
2 SECTION 1. Legislative declaration. The general assembly
3 hereby finds that it is often necessary for some citizens to pay a
4 long-distance telephone charge to contact the Colorado state patrol's
5 regional communication centers to report highway accidents or for other
6 nonemergency reasons because they live or are calling from outside the
7 regional communication centers' calling area. The general assembly
8 hereby declares that it is in the interest of the public's health and
9 well-being to provide equal access to the Colorado state patrol's regional

1 communication centers to all the citizens of this state. It is the intent of
2 the general assembly that such access be made available throughout the
3 state by means of a toll-free telephone service to allow all citizens to
4 contact the Colorado state patrol regional communication centers.
5 SECTION 2. 24-33.5-223, Colorado Revised Statutes, is
6 amended BY THE ADDITION OF A NEW SUBSECTION to read:
7 24-33.5-223. State telecommunications network - toll-free
8 service. (4) THE CHIEF OF THE COLORADO STATE PATROL SHALL
9 ESTABLISH A TWENTY-FOUR HOUR TOLL-FREE TELEPHONE SERVICE THAT
10 IS OPERATIONAL EVERY DAY OF THE WEEK TO ALLOW CITIZENS TO
11 CONTACT THE COLORADO STATE PATROL'S REGIONAL COMMUNICATION
12 CENTERS. THE EXPENSE OF SUCH TOLL-FREE SERVICE SHALL BE PAID IN
13 ACCORDANCE WITH SECTION 24-33.5-220.
14 SECTION 3. Effective date. This act shall take effect July 1,
15 1999.
16 SECTION 4. Safety clause. The general assembly hereby finds,
17 determines, and declares that this act is necessary for the immediate
18 preservation of the public peace, health, and safety.
